Washington Dulles Airport board to vote on $19.9 billion overhaul plan

The Metropolitan Washington Airports Authority is set to vote on a $19.9 billion overhaul plan for Washington Dulles International Airport. The proposal includes $4.4 billion previously approved, with the remaining funds intended to finance massive infrastructure upgrades, including a $6.2 billion reconstruction of the main terminal scheduled to begin in late 2027.

Key components of the plan involve a $3.75 billion project to build new underground tunnels and replace existing tarmac transport vehicles, with construction slated for early 2029. Other phases include concourse expansions and renovations, with some work, such as the completion of the G/H concourses and a new regional concourse, not expected to conclude until at least 2039.

While the project aims to modernize the facility—which saw record passenger traffic in 2025—critics have raised concerns regarding the financial structure. The plan will be largely funded through municipal bonds and debt. Some analysts suggest the overhaul could significantly increase airline costs per passenger, potentially impacting flight fares and competition.
