Washington State Millionaires Tax faces repeal attempt via Initiative 645

Washington voters will decide on Initiative 645 this November, a measure that seeks to repeal the state’s new Millionaires Tax. The tax imposes a 9.9% levy on annual individual income exceeding $1 million.

Advocacy groups, including the Washington State Coalition Against Domestic Violence & Sexual Assault, are campaigning against the initiative. They argue that repealing the tax would eliminate billions in funding for essential public services, including K–12 and higher education, healthcare, human services, childcare, and early learning.

Proponents of the tax note that the law includes relief for working families and small businesses, such as an expanded Working Families Tax Credit and the elimination of sales tax on hygiene products and diapers. Opponents of the tax, including some local business executives, have expressed concerns regarding the financial impact on high-income earners and potential tax flight from the state.
