Washington state public sector unions navigate contract disputes
Public sector unions in Washington state are navigating complex contract negotiations involving wage freezes and job security concerns.
Members of the Washington Federation of State Employees (WFSE) have approved a tentative agreement for the 2027-29 biennium. The contract includes no general wage increases in its first year, though it features a reopener to bargain for compensation in the second year. The deal secures nearly $350 million in healthcare funding to maintain current cost-sharing structures and includes a memorandum of understanding regarding generative artificial intelligence. This memorandum prohibits the state from using AI for employment decisions or using the technology to lay off represented employees for a period of two years.
In a separate development, the union representing staff for Democratic state senators in the Washington State Senate has overwhelmingly rejected a new two-year contract. While the deal also lacked immediate pay raises, staff members—including policy analysts and communications specialists—cited a lack of job security as the primary reason for the rejection. Because legislative staff are at-will employees, the Washington Public Employees Association sought language requiring ‘just cause’ for dismissal to provide similar due process protections found in other public sector roles.
