Poland: Property owner obligations regarding taxes and maintenance

Property owners in Poland face several critical administrative and financial obligations regarding taxes, waste management, and building maintenance.

Regarding taxation, owners of apartments, houses, and land must report changes in property status to local authorities within 14 days. The third installment of the annual property tax is due by September 15, 2026. Failure to pay or provide accurate information can result in interest, significant fines, or even criminal tax liability.

Waste management regulations require strict segregation to avoid penalties. For example, metal pots should go in metal/plastic bins, while chicken bones must be placed in mixed waste rather than bio-waste to prevent contamination of compost. In Kartuzy, the municipality is transitioning from plastic bags to certified compostable bags for organic waste to ensure proper processing.

Additionally, building owners are legally required to conduct periodic technical inspections. This includes annual checks of gas and chimney installations, and comprehensive inspections of electrical and structural systems at least every five years. Owners must maintain proper documentation, such as electronic chimney inspection protocols, to present during official inspections.
