Water scarcity and climate variability in Northeast Brazil

The Northeast region of Brazil, particularly the semi-arid areas, faces significant challenges regarding water scarcity driven by low and irregular precipitation, high evaporation rates, and frequent droughts. In the state of Pernambuco, climate patterns vary sharply across three main zones: the coast, which experiences higher humidity and regular rainfall; the agreste, acting as a transitional zone; and the sertão, characterized by high temperatures and low, irregular rainfall.

Addressing water insecurity requires a combination of infrastructure, technology, and intergovernmental cooperation. Proposed solutions include rainwater harvesting through cisterns, the construction of dams and aqueducts, desalination of brackish water via reverse osmosis, and the reuse of wastewater. Programs such as 'Programa Cisternas' and 'Programa Água Doce' aim to provide low-cost social technologies for rural families and transform groundwater into potable water.

Effective management involves multiple levels of government, including the Ministry of Integration and Regional Development, the National Water and Sanitation Agency (ANA), and various state-level entities. Key priorities include protecting water sources, improving sanitation, reducing distribution losses, and implementing emergency plans for drought periods.
