Ways and Means Chair Jason Smith Targets Foreign Influence and Crypto Tax Reform

U.S. Representative Jason Smith, chairman of the House Ways and Means Committee, has launched two distinct legislative initiatives. He announced subpoenas and proposed bills aimed at curbing alleged Chinese Communist Party funding of American tax‑exempt nonprofits, citing the case of tech entrepreneur Neville Roy Singham and groups such as BreakThrough News, Tricontinental Institute for Social Research and The People’s Forum. The measures seek to block foreign influence in charities and elections.

In a separate effort, the committee held a hearing on June 9 to review a package of six bills that would reshape how the IRS taxes digital assets. Key proposals include H.R. 9178, which would exempt small cryptocurrency transactions from reporting, and H.R. 9175, which would allow deferral of tax on mining and staking rewards. The legislation aims to align crypto taxation with conventional financial rules and reduce compliance burdens for retail investors and industry participants.
