Weißer Ring calls for expanded use of electronic ankle monitors

The victim protection organization Weißer Ring is calling for a broader implementation of electronic ankle monitors to protect victims of domestic violence. The organization cites Spain as a successful model, noting that Spain maintains approximately 4,500 men in its ankle monitor program despite having a significantly smaller population.

In contrast, German officials anticipate only a low triple-digit number of ankle monitors—roughly 200 to 300 participants—following the reform of the Violence Protection Act, which is set to take effect in the summer of 2027. Patrick Liesching, honorary chairman of Weißer Ring, warned that such low numbers might fail to produce a meaningful effect and could lead critics to claim the technology is ineffective.

Liesching also suggested that German criminal courts should be granted the same authority to order these measures as seen in Spain. The organization emphasizes the importance of effectively deploying the technology next year to ensure it provides tangible protection against repeat offenders.
