Welsh councils face budget pressures and funding disputes

Local authorities in Wales are facing significant budgetary challenges. Powys County Council has reported that it has delivered £703,000 of its £15.428 million savings target as of the end of June. Despite this slow progress, finance officials expect the council to end the 2026/27 financial year with a surplus of £2.12 million, aided by a £4 million risk budget designed to offset pressures in areas such as Social Services and Highways.

Separately, Wrexham County Borough Council has formally appealed to the Welsh Government to release promised funding for Additional Learning Needs (ALN). The council is seeking approximately £12 million in consequential payments following UK Government spending on schools in England. Wrexham officials argue that the current allocation of funds by the Welsh Government is insufficient to cover the statutory spending already invested by schools to support pupils with complex learning requirements.
