Welsh Rugby Union Sets Timeline to Cut Professional Teams to Three by 2028

The Welsh Rugby Union (WRU) has confirmed that the four‑team professional structure will be reduced to three licences for the 2028‑29 season. Cardiff Rugby and Dragons RFC will be offered the capital and east licences respectively, while the west licence will be decided between the Ospreys and Scarlets after a review process that begins in December and concludes before the end of the 2026‑27 season. WRU chair Marianne Okland said the aim is to provide stability for clubs, players, supporters and sponsors while the final licensing terms are negotiated.

In related player movement, 27‑year‑old former Scarlets and Wales U20 winger Ryan Conbeer has signed a contract with Cardiff Rugby (Ben‑y‑bont) for the upcoming Super Rugby Wales season (2025‑26). Conbeer, who logged 68 appearances for the Scarlets and three tries for Wales, is expected to add attacking depth as Cardiff begin their campaign against Aberavon on 12 May at Talbot Athletic Field.
