West Virginia Floods Kill Two, Spotlight Unfunded Prevention Plans

On July 21‑22, 2026, torrential rain dumped up to seven inches of water in north‑central West Virginia, causing catastrophic flooding that killed two residents, Judy A. Young and James J. Harper, and damaged roughly 1,000 homes and businesses across Lewis, Randolph and Upshur counties. Governor Patrick Morrisey declared a statewide emergency and the National Guard deployed 310 personnel, including helicopter crews, to assist with rescues.

The disaster revived criticism of the state's long‑standing flood‑mitigation plan drafted in 2004, which has never been funded. After a 2016 flood that killed 23 people, the West Virginia Flood Resiliency Office was created, but it remained unfunded until the 2026 legislative session allocated $5 million. Officials and advocates say climate‑driven storm intensity makes implementing the plan urgent.
