West Virginia lawmakers clash with DoHS secretary over program funding

West Virginia lawmakers recently questioned Carl Ayers, the new secretary of the Department of Human Resources, regarding significant disruptions to the state’s School Clothing Allowance program and a structural deficit in Temporary Assistance for Needy Families (TANF) funding.

Governor Patrick Morrisey has reported a $38 million gap in TANF funding, noting that expenses have outpaced federal block grants. The administration attributed this to the expiration of one-time federal COVID-19 funds that had previously bridged spending gaps. This deficit led to the pausing of several programs and an abbreviated clothing voucher program this year.

The School Clothing Allowance, which provides $200 to eligible children in families below 30% of the federal poverty level, faced a three-week delay and a shortened application window due to projected budget caps. Lawmakers expressed frustration over a lack of clear information, noting that state database limitations have made it difficult to determine exactly how many people applied or were approved.

Additionally, concerns were raised regarding the use of EBT cards for these benefits. The administration stated that approximately 50% of the benefits are being withdrawn as cash, leading to allegations that funds may be used for non-essential items such as alcohol and tobacco.
