Westchester County corrections officers charged with misconduct

Two Westchester County corrections officers, Diamond Davis, 33, and Kimesha Foster, 47, have been arrested and charged with official misconduct and second-degree promoting prison contraband at the Westchester County Jail in Valhalla.

Investigators allege the officers engaged in inappropriate personal relationships with inmates and possessed cell phones in prohibited secure areas. Davis is accused of acting as a courier for five weeks, passing messages between inmates and smuggling paperwork to relatives. Foster is accused of leaking sensitive operational information, specifically tipping off an inmate regarding a scheduled transfer to a federal detention facility.

District Attorney Susan Cacace stated the officers allegedly violated their oath to maintain the safety and security of incarcerated individuals, employees, and civilians. Both women have been placed on administrative leave.
