Westminster City Council faces backlash over pub licensing plan
Westminster City Council has proposed a draft licensing policy that aims to discourage "vertical drinking"—the practice of standing while consuming alcohol—in favor of establishments with more seated capacity and table service. The council states the goal is to reduce noise and disorderly behavior to ensure the area remains a suitable place for residents to live.
The proposal has faced significant backlash from politicians and hospitality workers. London Mayor Sadiq Khan criticized the council, accusing it of prioritizing the interests of a small number of vocal residents over the broader London economy. Khan noted that the capital's nightlife sector supports 630,000 jobs and contributes over £21 billion annually to the UK economy.
Local business owners have expressed concern that limiting standing room could drive customers away from Soho and other West End nightlife hubs. While Council leader Paul Swaddle clarified that the policy is still in the draft stage and intended to address safety rather than ban standing, the debate highlights a growing tension between the economic interests of the hospitality industry and the residential needs of the local community.
