White House considers Defense Production Act to expand U.S. oil refining
The White House is evaluating the use of the Defense Production Act to expand United States oil refining capacity. This consideration follows a meeting between President Donald Trump and nearly a dozen refining executives on September 1.
U.S. refineries have been operating at near-maximum capacity, with recent data showing utilization rates between 97.8% and 98%. This high demand coincides with diesel prices exceeding $6 per gallon for the first time. While the administration is exploring regulatory reform, faster permitting, and financial incentives to boost capacity, industry leaders have advised that federal funds would be more effective if directed toward improving the efficiency of existing plants or expanding current facilities rather than constructing new refineries, which are costly and take years to complete.
Some analysts suggest that increasing domestic refining capacity may not provide immediate relief for fuel prices. They note that significant new refinery construction has not occurred in the U.S. since 1977 and that current price spikes are partly driven by international conflicts in Ukraine and the Middle East, which may be temporary.
