White House Proposal Gives Political Appointees Authority Over Federal Research Grants

The Office of Management and Budget released a 400‑plus‑page proposal that would allow senior political appointees to review, approve or terminate billions of dollars in federal research grants. Under the draft rules, peer‑review panels would become advisory only, and grants could be ended at the discretion of agency officials. The proposal also seeks to block funding for programs deemed “discriminatory,” including many diversity, equity and inclusion initiatives.

Scientists and advocacy groups warn the changes could cripple the U.S. scientific enterprise, slowing progress on cancer, Alzheimer’s, climate science and public‑health research. The plan fulfills an executive order signed by former President Donald Trump and will undergo a public comment period before a possible finalization this summer.
