White House rebuilds biodefense amid AI biological threat concerns

The Trump administration is working to rebuild the White House biodefense architecture following significant staffing reductions that depleted the nation’s frontline biological defense capabilities. Early in the second term, the administration reassigned or eliminated a specialized team of approximately 30 scientists and policy coordinators, including the Office of Pandemic Preparedness and Response Policy, leaving the National Security Council without dedicated biosecurity personnel at various points.

This erosion of institutional knowledge coincides with rapid advancements in artificial intelligence. Major AI developers, including OpenAI and Anthropic, have acknowledged that their most advanced models carry elevated risks regarding biological weapons capabilities.

To address these vulnerabilities, the administration has taken steps to reestablish oversight. Executive Order 14292 directed the Office of Science and Technology Policy to overhaul dual-use research oversight and update frameworks for screening nucleic acid synthesis. Additionally, the America’s AI Action Plan has prioritized the development of a matured biosecurity strategy to evaluate AI models for biological risks.
