The gathering occurs amid ongoing legislative efforts regarding the Digital Asset Market Clarity Act (CLARITY Act). The bill, which seeks to establish federal regulation for digital assets by dividing oversight between the SEC and CFTC, passed the House in July 2025 but remains stalled in the Senate. A procedural vote for the act is currently scheduled for September 15. Currently, prediction market platform Polymarket places the odds of the CLARITY Act becoming law in 2026 at 21%.
