WHO faces funding challenges ahead of 2027 Director-General election
As the World Health Organization (WHO) prepares to elect its next Director-General in 2027, the organization faces significant challenges regarding global health architecture and funding stability. While current leadership under Tedros Adhanom Ghebreyesus has expanded pandemic intelligence and scientific guidance, the WHO is grappling with budget constraints. As of March 2026, only 73% of the 2026–27 base budget was financed, with only 41% projected to be flexible funding.
Global development assistance fell by 23.1% in real terms in 2025. The World Bank projects that these aid cuts may outpace rising domestic health spending, potentially leaving 80% of low-income countries and 40% of lower-middle-income countries with less combined government and donor funding by 2030 than in 2024.
Future leadership must address how to transition from external support to sustainable domestic financing. Models such as Nigeria’s health reforms, which involve bilateral support alongside increased domestic spending, and the Accra Reset panel’s “One Plan. One Budget. One Platform.” approach, are being highlighted as potential frameworks for aligning international agencies with national health priorities.
