WHO launches 2030 strategy for 24-hour outbreak detection
The World Health Organization (WHO) has launched a new five-year strategy for its Hub for Pandemic and Epidemic Intelligence, based in Berlin. The plan, covering 2026 through 2030, sets an ambitious global target for all countries to detect and understand emerging health threats within 24 hours of their appearance by the year 2030.
Presented at the 2026 World Health Summit, the strategy focuses on four core objectives: strengthening surveillance, accelerating detection, enhancing analytical capabilities, and establishing reliable digital foundations. To support these goals, the WHO is implementing five priority initiatives. These include the Epidemic Intelligence from Open Sources (EIOS), which utilizes artificial intelligence to scan public data for threat signals, and the International Pathogen Surveillance Network, which aims to improve pathogen sequencing and analysis.
Other key components include the Hub’s Collaboratory, which connects over 2,000 experts in modeling and data science, and the Collaborative Surveillance Initiative, currently active in more than 83 countries. The Hub, which was established in 2021 with foundational support from the German government, has already collaborated with over 160 WHO Member States and approximately 190 partner organizations.
