Świdnica residents utilize only 20% of available heating subsidy funds
In Świdnica, the ‘Ciepłe Mieszkanie’ (Warm Apartment) program has seen significantly lower participation than anticipated. Although the municipality secured nearly 15 million PLN in funding from the National Fund for Environmental Protection and Water Management via the Wrocław branch, residents utilized only about 20% of the available budget.
Out of the approximately 14.9 million PLN reserved, only 2,961,077.33 PLN was actually paid out. Records show that 255 applications were submitted and 232 contracts were signed, resulting in 192 completed and settled investments. Despite the available funds, nearly 11.9 million PLN remains unspent.
During a recent City Council session, officials reported that the replacement of inefficient solid fuel heating sources—often referred to as ‘kopciuchy’—is progressing much slower than planned. Approximately 2,700 solid fuel stoves still operate within the city. Local council members have raised concerns regarding the lack of detailed analysis explaining the low uptake and the future of the program following its formal closure.
