Winnipeg receives failing grade for ease of doing business

Winnipeg has received a failing grade in the inaugural municipal report card released by the Canadian Federation of Independent Business (CFIB). Ranking 33rd out of 66 assessed Canadian municipalities, the city earned an overall score of 4.84 out of 10, resulting in an F grade.

The report evaluated municipalities based on cost burden, regulatory burden, and small-business friendliness. While Winnipeg scored 6.8 out of 10 regarding the cost of doing business, it received a low score of 2.5 for the ease of obtaining permits and licenses and interacting with City Hall. CFIB analysts noted that issues regarding predictability and complexity remain significant hurdles for local businesses.

Local leaders and business advocates responded by highlighting recent improvements. Mayor Scott Gillingham pointed to the city’s recent Golden Scissors award for cutting red tape and noted the elimination of over 60 different permits. The Winnipeg Chamber of Commerce also acknowledged progress in digital permitting and processes, though leaders emphasized that significant work remains to reduce bureaucracy and improve timelines.
