Wisconsin data centers pose tax and energy challenges
A report from the Wisconsin Policy Forum highlights the complex fiscal and infrastructural impacts of hyperscale data center developments in Wisconsin. While these projects bring multi-billion-dollar investments and jobs, they present challenges regarding local property taxes and energy demands.
In municipalities like Port Washington and Beaver Dam, new data centers are projected to significantly expand the tax base. However, due to tax increment financing (TID) structures, residents may face increased property tax bills in the short term. In Port Washington, a developer is expected to receive property taxes exceeding a $120 million valuation for the life of the TID, which is slated to close in 2045.
Beyond taxation, the surge in data center construction is driving a massive increase in electricity demand. State projections indicate that peak power demand in Wisconsin could rise by more than 5 gigawatts between 2024 and 2030. This growth raises critical questions for policymakers regarding who will fund the necessary capacity expansions to support the energy grid.
