Wisconsin gubernatorial candidates Tom Tiffany and David Crowley have proposed diverging strategies for managing a projected $3 billion state budget surplus. Republican nominee Tom Tiffany has pledged to return the entirety of the projected surplus to taxpayers, arguing that the higher revenue proves Wisconsin residents are currently overtaxed.
