Wonsan-Kalma Coastal Tourist Zone sees domestic growth amid limited foreign interest

The Wonsan-Kalma Coastal Tourist Zone, a massive resort development on North Korea’s eastern coast, has seen significant domestic activity since its opening in July 2025. The facility, which includes hotels, restaurants, water parks, and a video game arcade, is capable of accommodating up to 40,000 people per day. State-run media has promoted the area as a world-class destination, and Kim Jong Un has personally inspected related infrastructure, such as the designated railway station.

Despite the scale of the project, which was designed to attract foreign tourists and generate hard currency to bypass international economic sanctions, foreign visitor numbers remain limited. While Russian tourists have participated in group tours, the expected surge in Chinese tourism has not yet materialized, despite visits from high-ranking Chinese officials like Ambassador Wang Yajun and senior CCP official Wang Huning.

Pyongyang remains cautious regarding foreign tourism due to security concerns, specifically the risk of intelligence gathering by visitors. While tourism is exempt from UN sanctions, the regime's hesitation to fully reopen to the international community continues to impact the economic potential of the resort.
