Wrocław and 50 municipalities propose new metropolitan union
Wrocław and 50 surrounding local governments have introduced a draft law to establish the Wrocław Metropolitan Area. This proposed statutory metropolitan union would cover a region with over 1.3 million residents.
If passed by the Sejm and Senate, the metropolitan union would gain legal personality, an independent budget, and a dedicated management board. This structure aims to replace current individual agreements between municipalities with a unified system for managing shared projects. Key areas of focus include synchronized public transport—integrating bus and rail lines—and coordinated spatial planning to harmonize development across the agglomeration.
Financial projections suggest the metropolitan union could generate approximately 584 million PLN in additional annual revenue through a shared share of personal income tax (PIT) and member contributions. These funds would be dedicated to supra-municipal tasks, reducing the need for constant negotiations between individual municipalities for every joint investment.
