Wuppertal debates relocation of Café Cosa drug support center
Debate is intensifying in Wuppertal regarding the future location of Café Cosa, a support center for drug users and homeless individuals currently situated in Wupperpark Ost. The Junge Union has proposed relocating the facility, arguing that the presence of the drug scene near the main station causes residents and retailers to avoid the city center. Police have noted increased aggression and procurement crime, particularly linked to rising crack cocaine consumption.
In response, the Jusos Wuppertal have called for a professional, fact-based debate rather than political escalation. They emphasize that finding a suitable location is already part of the ongoing political process and should be handled through official municipal committees to balance the needs of social support with the concerns of the local community.
Experts and the director of Café Cosa, Nicole Gutsch, have noted that relocating drug users is difficult, as consumers prefer accessible locations with high social contact. While the city is exploring new ways to organize drug services, attempts to implement elements of the ‘Zurich Model’—which includes controlled small-scale drug sales—have faced legal hurdles and opposition from North Rhine-Westphalia's Interior Minister.
