Wuppertal Land Registry Office faces criticism over processing delays

The Wuppertal Land Registry Office is facing intense criticism from the real estate industry due to extreme processing delays. Specifically, the registration of priority notices (Auflassungsvormerkungen), which typically take only a few weeks, is reportedly taking up to five months.

These delays pose significant economic risks for buyers and sellers. Because these notices serve as essential security instruments to ensure a property is not sold to multiple parties, the backlog stalls the entire transaction process, prevents the flow of funds, and disrupts financial planning for banks and involved parties.

The registry office has attributed these delays to several factors, including staff shortages, sickness-related absences, high volumes of incoming applications, and the transition to electronic files. Industry representatives, including Dario Dzamastagic of the Real Estate Association Germany (IVD), have highlighted the severity of the situation, noting that even after notarization, further delays regarding land charges are being reported.
