WWF Portugal warns that floods are avoidable through better management

WWF Portugal has released an analysis warning that many floods are avoidable, despite the intensifying effects of climate change. The organization identifies factors such as the increasing occupation of floodplains, soil waterproofing, and the alteration of watercourses as primary drivers that exacerbate flood impacts.

In mainland Portugal, 63 Areas of Significant Potential Flood Risk (ARPSI) have been identified, consisting of 47 fluvial/pluvial areas and 16 coastal areas. The report notes that construction continues in some of these high-risk zones. Furthermore, the organization warns that existing infrastructure like dikes, dams, and artificialized banks can create a “false sense of security,” encouraging further settlement in vulnerable areas.

To mitigate these risks, WWF recommends protecting and recovering floodplains, returning space to rivers, and drastically reducing permanent occupation of floodbeds—potentially through the relocation of critical buildings like schools and hospitals. Other proposed measures include enhancing natural water retention in agricultural landscapes, implementing sustainable urban drainage, and strengthening alert and response systems.
