Wyoming officials warn of funding risks from Proposition 1

Wyoming municipal governments, school districts, and fire departments are raising concerns regarding Proposition 1, a ballot initiative that would reduce residential property taxes by half if approved by voters this November.

Public education is a primary recipient of these funds, with nearly 70% of homeowner property taxes directed toward public schools. While the School Foundation Program helps balance funding across counties, officials warn that a loss in property tax revenue could have long-term consequences for the state's K-12 and community college systems.

Fire districts face particularly acute risks because they rely solely on property tax revenue and lack the ability to offset shortfalls through sales taxes or franchise fees. Kevin Reddy, president of the Federated Fire Fighters of Wyoming, noted that many departments are already understaffed. For example, the Natrona County Fire Protection District faces the potential closure of a fire station, which would reduce staffing to only two personnel per station.
