Xalapa signs first Veracruz pact for prosperity and security
On 28 July 2026, Xalapa’s mayor Daniela Griego Ceballos and Octavio de la Torre de Steffano, president of the Confederación de Cámaras Nacionales de Comercio, Servicios y Turismo (Concanaco‑Servytur), signed the Pacto por la Prosperidad, Justicia Económica y Seguridad, making Xalapa the first municipality in Veracruz to adopt the agreement. The pact sets out seven commitments, including administrative simplification, fiscal oversight, financial inclusion, business financing, social security for entrepreneurial families, security for economic activity and measures to boost consumption. The municipal government announced it will invest more than 470 million pesos in infrastructure and public works this year.
Separately, local merchants expect sales to rise by over 10 percent as the back‑to‑school season begins. Bernardo Martínez Ríos, president of the Consejo Empresarial Metropolitano de Xalapa, said paper stores, shoe shops and uniform suppliers will benefit most, citing a municipal fair for the school‑year start that will connect families with suppliers.
