Xoilac TV network: 74 defendants face prosecution for illegal broadcasting

The Hung Yen Provincial Police have issued an investigation conclusion recommending the prosecution of 74 defendants involved in a massive illegal sports broadcasting and gambling ring. The network, centered around the “Xoilac TV” ecosystem and its satellite sites like VeboTV, 90PhutTV, and Cakhia, allegedly broadcast over 1,500 unauthorized sporting events, including Premier League matches, violating copyrights held by entities such as K+, FPT, and VTVcab.

Key figures facing prosecution include founders Pham Nguyen Dung and Nguyen Cong Dinh, along with Luong Tuan Giang, a former high-performing IT professional from FPT Group. Giang is accused of using his technical expertise to manage the illegal operations under the guise of legitimate software outsourcing companies, Helios and Heligate.

The criminal enterprise generated significant illicit profits, estimated at over 130 billion VND, primarily through advertising for online gambling platforms. The network utilized a team of approximately 30 commentators, some of whom earned billions of VND. Defendants face multiple charges, including copyright infringement, organizing gambling, and disseminating depraved cultural products.
