Xuan Truong Construction proposes North-South Expressway expansion

Xuan Truong Construction Enterprise has submitted a proposal to the Prime Minister and the Ministry of Construction regarding the expansion of the North-South Expressway East section via the Public-Private Partnership (PPP) model.

The proposal focuses on the Mai Son - Cam Lo section, spanning 415km. The plan involves expanding the road from four lanes to six lanes across eight component projects, with a total estimated investment of 72,185 billion VND under a Build-Operate-Transfer (BOT) contract.

Additionally, the enterprise has requested to manage, operate, and maintain over 400km of already completed sections under an Operation and Maintenance (O&M) contract. The company suggests using toll revenues from the existing sections to fund the expansion, aiming to reduce commercial loan pressure and ensure financial feasibility. However, a specialist from the Ministry of Construction noted that using existing toll revenue to support a new BOT expansion project may not currently align with existing legal regulations regarding highway toll collection.
