Yemen prisoner exchange deal stalls amid Houthi arrest campaigns

The prisoner exchange deal between the Yemeni government and Houthi forces remains stalled, amid ongoing arrest campaigns in Houthi-controlled northern regions. Human rights advocates are warning of deteriorating conditions and continued violations within detention centers.

Recent incidents include the abduction of lawyer Abdulkarim al-Jarour in Dhamar province following his calls for investigations into medical negligence in prisons. Additionally, reports have emerged regarding the torture and psychological pressure faced by Dr. Ali al-Midwahi, who has been held for over two years.

The Yemeni government has blamed the Houthis for the failure of the first phase of the exchange, which was scheduled for July 11, after Houthi authorities prevented International Committee of the Red Cross aircraft from landing in Sanaa. Nabil Abdulhafeez, Undersecretary of the Yemeni Ministry of Human Rights, stated that continued arrests during negotiations undermine the humanitarian purpose of the talks and suggest the prisoner file is being used as a tool for political leverage.
