YÖK tightens tuition fee audits for foundation universities
The Council of Higher Education (YÖK) has intensified audits of foundation universities following numerous complaints submitted via CİMER regarding irregular tuition fee practices. Key issues reported include excessive fee increases for intermediate classes, charging full semester fees to students with only one remaining course, applying maturity differences to various payment methods, and requesting undisclosed additional fees.
Under new regulations based on Higher Education Law No. 2547, tuition fee increases for students in years other than preparatory or first year cannot exceed 25% for the 2026-2027 academic year. Fees must be announced as a fixed annual amount, and no unannounced additional charges may be requested after the registration period.
Furthermore, universities are prohibited from charging full semester fees to students who only need to complete a single course. For students repeating a term or exceeding normal study duration, fees can only be charged for the specific courses or credits being repeated. Additionally, no maturity differences or extra costs can be applied to payments made in up to nine installments.
