Yokohama Mayor Yamanaka apologizes to council following power harassment findings

Yokohama Mayor Takeharu Yamanaka appeared before the Yokohama City Council to address findings from a third-party investigation that confirmed multiple instances of power harassment against city staff. The investigation identified seven specific items of misconduct, including verbal abuse where the mayor referred to employees as ‘useless’ or ‘scum,’ throwing documents at senior officials, and making gestures resembling pointing a gun.

During the council session, Mayor Yamanaka apologized, stating, ‘I am truly sorry,’ and expressed his intention to accept all findings and implement improvements. Despite the findings, he has declared his intention to remain in office, stating he will ‘correct the problems with my own hands.’

The council response has been severe, with some members describing the investigation's report as a ‘de facto recommendation for resignation.’ In response to the scandal, the Japan Innovation Party is preparing to submit a motion of no confidence against the mayor.
