Yongin seeks PF regulation relief for semiconductor cluster worker housing
Yongin Mayor Lee Sang-il has requested the Financial Services Commission to relax Project Financing (PF) regulations to ensure the timely supply of worker accommodations for the Yongin semiconductor cluster. The mayor emphasized that strict equity ratio requirements for real estate PF are causing delays in the construction of rental dormitories and other housing needed for the large influx of workers expected by August 2028.
In a related regulatory move, the Financial Services Commission has decided to delay the implementation of PF equity ratio regulations for residential projects by two years, moving the deadline from 2027 to 2029. This delay aims to support housing supply by preventing sudden liquidity shortages. However, experts caution that while supporting viable projects is necessary, authorities must strictly distinguish between healthy developments and insolvent ones to prevent systemic risk.
