The South Korean government and the Seoul Metropolitan Government are in a dispute over the use of Yongsan Park for housing supply. The Ministry of Land, Infrastructure and Transport is considering utilizing portions of the 910,000-pyeong park—specifically areas with degraded green functions or soil contamination, such as the Yongsan Children's Garden, former military housing, and the Defense Acquisition Program Administration site—to provide public rental housing for young people and newlyweds.

Seoul Mayor Oh Se-hoon opposes the plan, arguing that the park is a vital urban green axis connecting Namsan to the Han River and that its development would destroy essential green space. In response, the Mayor has proposed alternative sites, including Camp Kim and the Bank of Korea staff quarters, and has requested increased floor area ratio (FAR) allowances in redevelopment zones as a compromise.

The central government maintains that using contaminated or low-utility land for housing is more cost-effective for soil remediation than converting it into a park. Meanwhile, political figures have criticized the move, with some calling it an inappropriate use of a national park and others warning of a repeat of past political conflicts between central and local governments over real estate policy.
