Yunnan Yuze New Energy’s 20 GW Solar Expansion Halted by Chinese Capacity Controls

Chinese authorities in Yunnan province have suspended the expansion of a planned 20 GW monocrystalline silicon ingot project developed by Yunnan Yuze New Energy in the Dongchuan district of Kunming. Only 1.67 GW of the facility has been recognized as completed; the remaining 18.33 GW is on hold until the company complies with a new “three‑for‑one” capacity‑replacement rule. The rule requires Yunnan Yuze to permanently retire three gigawatts of existing photovoltaic manufacturing capacity within Yunnan for every gigawatt of new capacity it wishes to add, implying the removal of roughly 55 GW of existing plants.

The measure reflects a broader Chinese effort to curb severe overcapacity in solar‑panel production, which has pressured prices and profitability. The restriction applies only to facilities within the same province, limiting the company’s options for capacity swaps and potentially delaying its planned initial public offering.
