Zaanstad collects far less developer funding than projected
The municipality of Zaanstad has collected significantly less revenue from developer contributions than originally projected. Under a regulation introduced in 2021, the city expected to raise €36.5 million over ten years to fund infrastructure such as roads, cycle paths, and green spaces necessitated by urban growth. However, only €1.87 million has been collected over the past five years.
Even with projected collections through 2031, the total revenue is expected to reach approximately €6.07 million, which represents only 16.6 percent of the initial estimate. The municipality attributes this shortfall to several factors, including financial pressure on construction projects, the complexity of building within existing urban areas, and delays caused by nitrogen regulations and power grid constraints.
In response to changes in national regulations following the implementation of the Environment Act, the Zaanstad Council is discussing a proposal to replace the current system with a new, unified program for developer contributions.
