Zacarias Moussaoui and the intelligence failures preceding 9/11

Zacarias Moussaoui, often referred to as the ‘twentieth hijacker’ of the September 11 attacks, is highlighted as a significant missed opportunity for intelligence agencies. While there is no definitive evidence that Moussaoui met the other hijackers or participated directly in the attacks, he maintained contact with Ramzi bin al-Shibh, a key Al-Qaeda link between the Hamburg cell and operatives in the United States.

Moussaoui, a French citizen of Moroccan origin, attended flight schools in Oklahoma and Minnesota, including the Airman Flight School and the Pan Am International Flight Academy. His history, which includes training at the Al-Qaeda Khalden camp in Afghanistan, serves as evidence of Al-Qaeda’s broader intentions to target the United States.

Despite his arrest and suspicious activities, such as paying for flight simulator training in cash, the FBI and CIA failed to recognize the severity of the threat. The failure to connect his movements and training to a potential aircraft-based attack is viewed as a major intelligence lapse by both local agents in Minneapolis and federal authorities in Washington.
