Zagreb Borovje residents protest urban plan, incident with city official

The citizens' initiative Borovje submitted more than 1,000 individual objections to the City of Zagreb’s draft urban plan for the Borovje‑South area. The group opposes the construction of 11 residential buildings on what they describe as the last large, connected green space in the neighbourhood. They demand an immediate halt to the procedure, a new plan based on additional soil, environmental and traffic studies, and direct resident participation in decision‑making.

The proposed plan covers 7.27 ha and would provide roughly 600 apartments for about 1,700 people, allocating 56 % of the area to mixed residential use, 1.23 ha to a public park and 0.53 ha to sport‑recreation facilities. Alka Vuica, spokesperson for the initiative, warned that removing the green area would be akin to cementing the nearby Park Stara Trešnjevka and accused the city of scheduling the public hearing in summer to limit turnout. After the submission, a city employee approached Vuica and shouted, “How are you not ashamed?”
