Zagreb cancels €40 million water‑meter procurement tender

The State Commission for Control of Public Procurement (DKOM) annulled the decision to award Zagreb’s remote water‑meter reading contract worth nearly €40 million. The tender, titled “Devices and equipment for remote water‑meter reading with installation,” attracted four bidders; IKOM Industrija was declared the winner while A1 Hrvatska’s offer was rejected as unacceptable. Following the cancellation, the USKOK anti‑corruption office opened an investigation into the ViO holding subsidiary, and director Marko Blažević submitted his resignation.

DKOM ordered the city to reimburse A1 Hrvatska €66,360 for the costs of the appeal. The commission also rejected the appeal itself, deeming it unfounded. The decision underscores ongoing scrutiny of public‑sector procurement in Croatia.
