Zagreb health center tender faces antivirus errors and disputes

Potential contractors for the construction of a new 18 million euro health center in the Špansko neighborhood of Zagreb encountered significant issues during the tender process. Most notably, antivirus software flagged the official cost estimate file provided by the City of Zagreb as a potential Trojan virus, blocking access for multiple bidders and their partners.

The City of Zagreb acknowledged a ‘technical error in the file’ but did not confirm the presence of malicious software. A new version of the document has been released, with officials stating the content remains unchanged.

Beyond the technical glitch, bidders have raised concerns regarding the tender's terms. Specifically, contractors challenged provisions that shift the burden of costs related to potential construction delays onto the builders. They also questioned a scoring criterion that grants extra points to engineers with experience in healthcare facilities. The City has rejected these requests for modification, maintaining that the current documentation sufficiently distinguishes between different scenarios for cost compensation.
