Zambia and US sign multi-billion dollar health agreement

Zambia and the United States have signed a five-year health cooperation Memorandum of Understanding (MOU) aimed at strengthening Zambia’s healthcare system. The agreement follows months of negotiations regarding national sovereignty, specifically concerning the sharing of biological samples and individual patient data. Under the final terms, Zambia will not be required to share personally identifiable information or biological specimens with Washington.

The financial scale of the partnership varies across reports, with combined commitments estimated between $2.5 billion and $3.6 billion. The United States is expected to provide approximately $1.5 billion over five years, while Zambia will increase its domestic health expenditure by roughly $975 million to $2.1 billion.

The MOU is intended to facilitate the recruitment of 40,000 health workers, including 15,000 frontline and 25,000 community health workers. It also aims to support Zambia in managing its own procurement of essential medicines and expanding digital systems for health threat detection. Zambian officials emphasized that this health agreement has been deliberately decoupled from separate discussions regarding the country’s critical minerals.
