Zambia strengthens mining sector through local content and new appeals tribunal

Zambia is implementing new measures to strengthen its mining sector through enhanced local content and specialized dispute resolution. The government is focusing on increasing the participation of Zambian businesses in major economic activities, particularly in mining, construction, and manufacturing. Dr. Hapenga Kabeta, Mines and Minerals Development Permanent Secretary, emphasized that local content must move beyond simple procurement to building the capacity of domestic enterprises to produce quality goods and services that meet industry standards.

In a parallel development, the Mining Appeals Tribunal is scheduled to begin operations on September 14, 2026. Re-established under the Minerals Regulation Commission Act No. 14 of 2024, the Tribunal is designed to provide faster and fairer resolution of conflicts between investors, mining companies, communities, and the Minerals Regulation Commission. The body will handle appeals regarding mining rights, royalties, environmental obligations, and regulatory misconduct. These reforms arrive as the government aims to increase copper production to 3 million metric tonnes by 2031.
