Zambia to launch 2027–2031 Medium-Term Revenue Strategy consultations

The Zambian government will launch public consultations on the 2027–2031 Medium-Term Revenue Strategy (MTRS) on Thursday, 3 September 2026. Held at the Mulungushi International Conference Centre in Lusaka, the consultations aim to strengthen domestic resource mobilisation and promote long-term fiscal sustainability under the theme, “Mobilising Domestic Resources for Sustainable Growth and National Development.”

The MTRS is designed to replace fragmented annual revenue measures with a coherent, predictable five-year framework for tax policy and administration. The strategy seeks to develop a tax system that is fair, transparent, and supportive of investment and economic growth while encouraging voluntary compliance. The initiative aims to reduce Zambia’s reliance on borrowing and volatile revenue sources, thereby creating fiscal space for national priorities and public services.

Secretary to the Treasury Felix Nkulukusa will deliver the keynote address to launch the process. Technical discussions will be led by senior officials, including Permanent Secretary for Budget and Economic Affairs Mwaka Mukubesa, Zambia Revenue Authority Commissioner General Dingani Banda, and Budget Office Director Willies Chipango. The consultations will involve stakeholders from the public and private sectors, including representatives from agriculture, mining, tourism, and civil society.
