Zcash co-founder proposes redirecting 8% block subsidy to network reserve

Zcash co-founder Sean Bowe has submitted a draft Zcash Improvement Proposal (ZIP) to end the automatic 8% block subsidy allocation currently directed to the Zcash Community Grants (ZCG) program. Bowe argues that the ZCG treasury has grown excessively large, with estimated assets exceeding $125 million, and was not designed to manage such significant capital.

The proposal suggests redirecting this 8% allocation to the Network Sustainability Mechanism (NSM), a protocol-level reserve designed to hold ZEC tokens out of circulation to support future network security and mining rewards. Under the plan, the ZCG would stop approving new grants once the change is accepted, though it would continue to honor previously committed milestones using its existing reserves. The 12% allocation for the Coinholder-Controlled Fund and the 80% share for miners would remain unchanged.

The proposal has sparked debate within the Zcash community. Josh Swihart, founder of the Zcash Open Development Lab (ZODL), criticized the plan as a “half measure,” arguing that both the ZCG and the coinholder funding streams should be redirected to the NSM to resolve governance issues. Other contributors have raised concerns regarding the accountability of the ZCG committee and the potential for the fund to become politicized.
