Zelensky faces high perceived responsibility for corruption in new poll

A survey conducted by the Kyiv International Institute of Sociology (KMIS) indicates that 72% of respondents believe President Volodymyr Zelensky bears responsibility for corruption within his inner circle. The poll, conducted between September 12 and 21 among 1,002 adults across Ukraine (excluding occupied territories), highlights a significant divide based on levels of trust in the president.

Among those who fully trust Zelensky, 81% do not hold him responsible, whereas 85% of those who have no trust in him believe he is responsible. The KMIS noted that in the public consciousness, “responsibility” is largely viewed as political accountability rather than an accusation of personal involvement in corrupt acts.

The survey follows revelations from November 2025 by the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP) regarding a widespread corruption scheme in the energy sector. Investigations uncovered a bribery system involving the state nuclear operator, Energoatom, where contractors allegedly paid illegal fees of 10% to 15% of contract values, with approximately $100 million being laundered through a Kyiv-based back office.
