Zelensky reports 9.5 million Ukrainians displaced by war
President Volodymyr Zelensky stated that approximately 9.5 million Ukrainians—representing 20 to 25 percent of the country's population—are currently living abroad due to the ongoing Russian invasion. During an online meeting with the Hudson Institute, Zelensky emphasized the scale of the human crisis, noting that millions have lost their lives, homes, and livelihoods.
Zelensky highlighted the necessity of reliable security guarantees to prevent future Russian aggression. He identified two primary paths: bilateral security agreements, specifically mentioning ongoing work with the United States, and NATO membership. He described these guarantees as a “key element” of negotiations with allies.
According to the Prosecutor General of Ukraine, the civilian death toll has exceeded 19,000 since the full-scale invasion began. Data from the Prosecutor General's office indicates that civilian casualties in 2026 have already surpassed the total for 2025. Additionally, more than 19,000 Ukrainian children have been forcibly displaced by Russia.
