Zenica apartment building topped by illegal house

An illegal residential structure built atop an apartment building in the Jalija neighborhood of Zenica, Bosnia and Herzegovina, has resurfaced in public attention via social media. The construction, which features walls and a traditional pitched roof, was built by Safet Agović, a former civil servant, by enclosing a top-floor terrace.

Records indicate the structure has existed since at least 2018. At that time, the city's urban planning department confirmed that Agović's requests for construction permits had been rejected twice. Despite an official inspection order issued to demolish the illegal object, the building remains standing.

Residents of the apartment block have expressed ongoing concerns regarding the structural integrity of the building under the additional weight and the difficulty the construction causes for roof maintenance. Previous investigations noted that building materials were reportedly hoisted to the roof using ropes.
